Rebuilding The Public Library As A Palace Of Free Learning
Britain shut 298 libraries and cut library spending by nearly a third, then built a technology which recreates the precise inequality the Victorians founded them to fix. The buildings are still standing. We can restore the greatest source of free knowledge and education in the world.
Few people know the story, but George Green was a baker's son who became a miller. He had a year of formal schooling from the age of eight. He worked his father's mill in Sneinton (near Nottingham), and in 1823, aged thirty, he paid to join the Nottingham Subscription Library at Bromley House, because it was the only place in the county holding the mathematical work he wanted to read.
He studied on the top floor of the mill. In March 1828 he published, at his own expense, An Essay on the Application of Mathematical Analysis to the Theories of Electricity and Magnetism. Fifty-one people subscribed, most of them fellow members of the library, most of them incapable of understanding a word of it. Fewer than a hundred copies were printed.
The mathematical establishment ignored it entirely until William Thomson (aka Lord Kelvin) stumbled across a copy in 1845.
Green's functions now underpin electrostatics, heat diffusion, and quantum field theory. Feynman's path integrals are Green's method in another guise.
A self-taught miller in a Midlands suburb produced one of the foundational documents of modern physics, and the only reason he could was a room in Nottingham containing books he could not afford to buy.
He had to pay a subscription to get in. Most of the town could not.
Twenty-two years later Parliament fixed that, badly and reluctantly, and the free public library was born. England now has 2,866 of them and is closing them at a rate of roughly seventeen a year.
The equivalent boy in 2026 is doing something different tonight.
He is fifteen, in a village in Lincolnshire or Cumbria or west Norfolk. He is quick in a way his school has not entirely noticed. His household has one laptop, shared, and a phone with a cracked screen. Beyond the free tier he gets about forty minutes a day on the good models. There is no quiet room. The nearest university library is ninety minutes away and a car he does not have.
His village library opens Tuesday and Thursday afternoons, staffed by a volunteer, holding four hundred paperbacks and a computer running an operating system which stopped receiving security updates in 2023.
Nothing about that is inevitable.
It is a set of choices, most of them made by people who believe a library is where books go to be quietly borrowed by pensioners.
Why Towns Pooled The Cost Of Books
The Victorians were not sentimental about reading. They were making an economic argument:
There exist tools of knowledge too expensive for an ordinary household to own, and a town which owns them collectively can give every one of its residents the use of them.
When William Ewart brought his Public Libraries Bill before the Commons in February 1850, the opposition was not merely about money, though there was plenty of that. Some members objected to what the working classes might do with the knowledge.
One complained the public already had rather too much of it, and observed people had been a good deal easier to manage twenty years earlier.
He won anyway.
The Public Libraries Act 1850 received royal assent on 14th August 1850. It was a timid statute. Boroughs above 10,000 people could levy a halfpenny rate, and only after two-thirds of ratepayers approved it in a poll, and the money could buy the building, the fuel, the lamps, and the librarian, but not a single book. Manchester held its poll and lost 40 votes out of more than 4,000. The Manchester Free Library opened on 5th September 1852. Parliament raised the rate to a penny in 1855 and grudgingly permitted councils to buy something to put on the shelves.
Then Andrew Carnegie, who had borrowed a book every Saturday as a messenger boy in Pittsburgh, funded 2,509 libraries between 1883 and 1929, of which 660 came to Britain and Ireland. Dunfermline in 1883, Keighley in 1904, and then market towns and mining villages and mill towns across the country. He had "Let there be light" carved over the doors.
He did not build sheds. He built stone buildings with pediments and domes and twenty-foot ceilings, deliberately sited to be the second most important building on the street after the town hall, because he understood how a building tells a fourteen-year-old whether he is welcome and whether what happens inside matters.
Nobody has ever built a Portakabin which made a child feel his mind was worth something.
How The Internet Briefly Cancelled Libraries
The reference desk existed because finding the population of somewhere like, say, Bolivia was genuinely difficult. The newspaper room existed because yesterday's Times was not available to an ordinary non-toff without a subscription. The card catalogue existed because there was no other index.
Search engines, Wikipedia, Amazon, and the smartphone demolished all of it inside a decade. A teenager in 2010 had more reference material in her pocket than the Reading Room of the British Museum held in 1900, at three in the morning, for nothing.
What followed was a category error with an enormous price tag. Several library functions had become pointless. Councils, the Treasury, and most of the commentariat concluded the library itself had become pointless, and behaved accordingly.

Buildings emptied of professional staff and filled with volunteers. Opening hours shrank to suit a rota rather than a working population. Book funds withered. The institution acquired its current reputation as a pleasant anachronism, defended mainly by people who like the smell.
Then the argument came back, in a form local government has not yet noticed.
AI Puts A Price On Thinking Again
The internet made information cheap. Artificial intelligence does something categorically different. It makes capability purchasable.
A well-off household in 2026 has, simultaneously: two or three frontier model subscriptions (ChatGPT, Claude, Grok, Gemini, etc.), a premium research tier costing several times as much again, a coding agent, journal and database access, a machine fast enough to run models locally, a fast connection, a scanner, a printer, and a room with a door which shuts.
The boy in the Lincolnshire village has forty minutes.
The gap between them is not a gap in information. Both can read Wikipedia.
It is a gap in how much thinking each can buy help with, and unlike the information gap it compounds daily.
One child gets a tutor who never tires, never sighs, and will explain quadratics for the fourth time at eleven at night. The other gets a message telling him to come back tomorrow.
This is Ewart's problem, restated again in the modern information era.

Only the last row is unchanged, and it is the row England has spent fifteen years closing.
A public library was always a levelling instrument, in the least fashionable and most powerful sense. It never made anyone equal.
It removed one specific reason for a clever poor child to be beaten by a mediocre rich one.
That reason has just returned, larger than before, and the institution built to abolish it is being run down by councils hunting £40,000 of savings in the culture line.
A Village Library Can Now Hold Anything And Everything Ever Written
The entire English Wikipedia, every article and every image, packaged for offline use by the Kiwix project, is about 115 gigabytes. Text only, about 49. Project Gutenberg, Stack Exchange, Wikisource, Wiktionary, open-access textbook collections, and medical reference libraries come in the same format.
A single four-terabyte drive, costing less than a decent office chair, holds all of it several times over, with room left for every open-access paper in the sciences.
Add a workstation capable of running a good open-weight model locally (which now costs a few thousand pounds and gets cheaper every quarter) and a village library in Northumberland has, in a cupboard, a complete copy of the shared knowledge of the species and a machine which can explain any part of it.
In any language, at any level, to anyone who walks in. With no internet connection. With no subscription. With nothing reported to anybody.
Kiwix was built for schools without connectivity and is used in prisons. England has been treating it as a charitable technology for the developing world while its own villages wait for a broadband upgrade.
Set that against what the parish council currently thinks it owns: a room, some paperbacks, and an ageing PC.
Two things follow.
The first is custody.
A model reached through a subscription is a service, and services get repriced, restricted, retrained, or withdrawn. A snapshot on a drive in a Northumbrian basement is a possession. Nations spent four centuries building copyright libraries because they understood the difference.
- A country whose population reaches knowledge exclusively through four American companies has access.
- A country with three thousand physical archives distributed across every county has custody. One of those arrangements survives a bad decade.
The second is the archive running the other way.
Every English parish sits on records nobody has digitised: registers, tithe maps, estate papers, school logbooks, minute books, war memorials with unresearched names, photographs in shoeboxes, and the memories of people in their nineties who will be dead within ten years.
Most of it exists in one copy. Some of it exists nowhere except in someone's head.
A library with a scanner, a camera, a microphone, and a member of staff who knows what they are doing can capture the whole lot in a few years, using volunteer labour of the sort villages are genuinely good at supplying.
Local history societies have been doing this for decades in shed conditions.
Give them equipment, a cataloguing standard, and a model capable of transcribing eighteenth-century secretary hand, and a village of nine hundred people can put its entire documentary existence online, permanently, searchable, in a form usable by any historian on earth.
At which point the library stops being a place which consumes knowledge. It produces knowledge, and what it produces exists nowhere else.
One Town, One Subject, And A Reason to Visit
Nobody currently believes a village can host a world-class library, which is odd, because villages already do. Gladstone's Library sits in Hawarden, a village in Flintshire. It holds the personal collection of a Prime Minister who wheelbarrowed the books there himself, takes residential readers from around the world, and has done so since the 1890s. Nobody thinks Hawarden too small for it.
Any English town of ten thousand could be the global authority on one subject.
Not on everything.
On one thing, chosen because the town has some claim to it:
- the drainage engineering of the Fens;
- the wool trade;
- the herring fishery;
- the lace machines;
- the slate quarries;
- the canal companies;
- the county dialect;
- the regiment;
- the coalfield;
- the abbey which was dissolved and whose stones are in half the walls in the parish.
Pick the subject. Buy the books nobody else is bidding for, at prices nobody else is paying. Digitise the local material. Host the annual conference. Endow one specialist post. Publish the catalogue.
Within twenty years, three or four people on earth cannot do their work without visiting your town, and several hundred more use your holdings every month from abroad. Serious scholars know the name of a place with a market square and a chip shop.
Repeat across two thousand towns and England acquires the most granular distributed research infrastructure in the world/ Built from buildings it already owns, on subjects nobody else covers, at a cost per town of roughly one salary.
Even Cambridge cannot do this.
Cambridge is one place, and it is not in the Fens with the drainage records rotting in a shed behind the pumping station.
Benches, Instruments, and Somewhere to Measure Things
Reading rooms were never the whole of it. The Victorians paired their libraries with mechanics' institutes, philosophical societies, and lecture halls, because they understood a man learns physics by pushing on things.
A modern library should hold a modest laboratory. Not a school science block. A room with benches, ventilation, a sink, and the instruments an ordinary household cannot justify: a decent microscope with a camera mount, a spectrometer, a soldering station and an oscilloscope, a small kiln, a telescope for the field behind the car park, sensors, meters, an incubator, a centrifuge.
Most of that list costs less than one council's annual spend on consultants advising it how to reduce library provision.
Somebody will object the public cannot be trusted with a centrifuge.
The public is trusted with cars, chainsaws, and gas boilers. Induction, supervision, and a booking system settle it, exactly as they settle it in every makerspace in the country.
The purpose is not to manufacture scientists.
It is to let a curious fourteen-year-old, a retired engineer, an allotment holder wondering about her soil, and a man with an idea about water sensors find out whether they are right, in the building where the knowledge is already kept.
Green had a mill and a subscription. The modern equivalent should be free and open Tuesday to Saturday.
Coworking Hot-desks For The People Currently Working In A Coffee Shop
Every town in England contains people working remotely from bedrooms, kitchen tables, parked cars, and the corner of a café where the signal reaches, while the council two streets away owns a civic building full of desks and locks it at four on a Wednesday.
This is the largest unexploited asset in English local government.

Basic use free. Reserved offices, long room bookings, and heavy commercial use priced modestly, cross-subsidising the free floor.
For a market town this does something no amount of high-street regeneration funding has managed.
Remote work has already moved earners into small towns; what those towns lack is anywhere for them to be during the day, which is why the money leaves again on the 07:42 train.
A library with forty good desks, fast connectivity, meeting rooms, and a coffee machine keeps a professional population in the town centre between nine and five, which is the entire economic premise of a high street.
It also produces the thing every town claims to want and none can conjure.
Startups do not come out of incubators with branded lanyards. They come from two people who kept running into each other. A town with one room where the technically-minded reliably sit is a town where that happens. A town without one is a town where they each work alone in a spare bedroom four hundred yards apart and never meet.
England has already run this experiment and, characteristically, failed to notice it worked.
The British Library's Business and Intellectual Property Centre network turned twenty in February 2026. It operates from the British Library and more than 70 public libraries, giving anyone free access to market research, company data, patent and trademark databases, one-to-one specialist appointments, and working space.
Over its life it has supported more than 300,000 people, helped launch 68,800 businesses, and helped create 28,300 jobs, returning an estimated £6.63 to the economy for every £1 of public money. Now that is a return on investment.
Better than six to one, in fewer than 3% of English library buildings, twenty years in, and nobody has scaled it.
Pods, Prams, And The Practicalities Of Children
Local authorities recorded 126,000 children in elective home education in England on the autumn 2025 census date, up from 111,700 the previous autumn. Across 2024/25, 175,900 children were home educated at some point, with 78,000 starting during the year. The collection only became mandatory in autumn 2024, so some of the rise is better counting. Not all of it.
The British Government has been doing everything it can to stop that kind of progress.
Whatever anyone thinks of the trend, and we have written about where it leads, a growing minority of English children are educated outside a school building. Their parents' binding constraint is rarely the teaching.
AI tutoring models now handle an unnervingly large share of instruction, and the parent handles the rest.
The constraint is square footage and other human beings.
Three children, two bedrooms, and a father on calls in the kitchen is not a school. A mother who has spent four consecutive days discussing fractions with an eight-year-old requires a room containing adults.
Children learning at home need other children, equipment, arguments, and somebody other than their mother to tell them their essay is weak.
A library floor with a children's reading room, study desks, two or three bookable teaching rooms, tutoring terminals, the laboratory down the corridor, and a timetable solves the pod problem outright.
Four families share a history seminar on Tuesday. A retired engineer runs robotics on Thursday. A musician takes six children at eleven. The pod stops being four kitchens and becomes the periphery of a school with no headmaster.
Then the unglamorous thing which decides whether any of it happens: somebody has to watch the children.
A parent cannot work two hours in the adult section while a six-year-old requires eyes on her throughout. Supervised sessions, staffed by DBS-checked employees rather than a cheerful assumption children can be parked among the shelves, are what turn the whole proposition from a nice idea into something a working mother can actually use. That means proper staffing, safeguarding policy, ratios, insurance, and a room designed for it.
None of it is free.
It means longer opening hours, more paid staff, and fit-out costs running into six figures per site.
What it avoids is the capital cost of a separate building, on separate land, with separate heating, separate compliance, and a separate twenty-five-year maintenance liability. The site is already owned. Using it properly is cheap relative to the alternative, and the alternative is what councils will be asked to fund in about a decade regardless.
As we've argued consistently, the state does not have to run the education. It provides the laboratory and stays out of the syllabus.
Silence Soothes And Helps Us Think
There is a version of this idea worse than doing nothing, and English local government is extremely good at producing it.
You take a Carnegie library with a barrel-vaulted reading room, strip the shelving, lay grey carpet tiles, drop a suspended ceiling with fluorescent panels beneath the plasterwork. Then you install a benefits enquiry desk and a vending machine, schedule a toddler singing group in the reading room at eleven and a council consultation at two, and rename the building something grotesque like a Community Wellbeing and Inclusion Hub.
Then you photograph a smiling councillor beside it and call the whole thing a transformation.
Every function in that list may be worth providing. None of them requires destroying the only room in the town where a person can sit in silence.
Quiet has disappeared since 1900:
- Homes contain televisions, children, housemates, delivery drivers, and somebody else's video call.
- Cafés sell noise with the table and want the table back in forty minutes.
- Offices have been hot-desked into open-plan sound.
- Churches are largely locked.
- Parks depend on English weather, which does not cooperate.
A beautiful, silent, free room in which a person may think for four hours without buying anything is rarer now, and therefore worth more, than when Carnegie was building them.
It is not a nostalgic indulgence bolted onto a modern service. It is among the most valuable things in the building.
We must protect it architecturally and absolutely. One part of the building where the door closes and the noise stops. High ceilings, long wooden tables, proper lamps, books on three walls, no telephone calls, no classes, no play area, no meetings. Everything else in the building can buzz.
Nobody Is Coming to Save Them
The instinct is to wait for a national programme. The Libraries Improvement Fund, the single national pot explicitly meant for upgrading library buildings and technology, was allocated up to £27.5 million over five years in the January 2026 Arts Everywhere package.
Spread across 2,866 buildings and five years, it comes to under £2,000 per library per year. England spends more than that gritting the car parks.
You don't need to be a genius to see how bad this is.
Carnegie was not a government scheme. He was a rich man with a formula,which worked because it forced the locality to commit. He paid for the building; the town provided the site and undertook to maintain the library from the rates in perpetuity, commonly at a tenth of his grant each year.
He was not making a gift. He was buying a permanent obligation, and he made towns sign for it.
The same structure works now, and the sums are small enough for a town to raise without asking anyone's permission.
A parish or town council, a local landowner, a returned son of the place who did well in software, a lottery bid, a legacy, and a restored upper floor. A drive holding the archive. A workstation. A dozen desks. A scanner and a camera for the parish records. A part-time member of staff who knows what they are doing. Longer opening hours.
That is the starting position, and it is within reach of a village of two thousand people inside a single fundraising year.
The larger version, with the laboratory, the teaching rooms, the supervised children's sessions, and the specialist collection, is a five-year project for a market town, and cheaper than most of what market towns currently spend money on.
England contains 2,866 of these buildings. Most are in the right place, many are architecturally serious, and their present occupants are being asked to justify their existence to a Blairite technocrat with a spreadsheet; a barbarian from Health & Safety.
A Free Network Of Knowledge Palaces
We do not need to commission new buildings. England already owns the stock: Carnegie libraries, mechanics' institutes, corn exchanges, chapels, town halls, and Edwardian civic buildings with boarded-up upper floors and buckets under the roof lights.
Repair the stonework. Reglaze the cupolas. Strip out the suspended ceilings and put the plasterwork back. Return the long, long tables. Reopen the upper floors closed decades ago for want of a second staircase. Then run fibre under the floorboards, put the machines in the basement, and leave the reading room looking exactly as it did in 1908.
If the world needs artificial intelligence pioneers, they should educate themselves in English libraries first and foremost.
Listed-building restoration is not cheap. The argument is not thrift. It is:
- England holds nearly three thousand pieces of civic infrastructure on the balance sheet, mostly in the right places, and;
- The reflex of treating every new public function as grounds for a new building is how the country ended up with both crumbling Victorian assets and expensive modern sheds.
Placing the most powerful thinking tools yet built inside an Edwardian reading room is also a genuinely pleasing act of subversion.
The proposition needs no modernising, only extending. And this is how we, as restorationists, outflank the left at their own game, while winning the future for our country:
No child should be intellectually poor because his parents are poor.
No adult should lack a place to think because his home is small.
No entrepreneur should be locked out of powerful tools because he cannot afford the subscriptions.
No citizen should be excluded from the accumulated knowledge of civilisation.
Green got there with a paid subscription, a windmill, and fifty-one people who bought a pamphlet they could not read. He was thirty before he could reach the books, dead at forty-seven, and the world waited seventeen years to discover what he had done.
There is a version of him alive tonight in a village with a Tuesday-afternoon library, and the entire apparatus he needs now fits in a cupboard.
A Nottingham miller with a year of schooling worked out mathematics now underpinning quantum field theory, upstairs in a windmill, using a library he had to pay to enter. England is closing the free ones. Every parish is a few thousand pounds from something Alexandria would envy.
